TRIBAL ASSISTANCE PROGRAMS

Information about the Tribal Assistance Program

The primary purpose and intent of the Tribal Assistance Program is to provide assistance to tribal members such as those who are unemployed, economically disadvantaged, disabled, and who are experiencing extraordinary circumstances.  The Tribal Assistance Program is designed to provide assistance for unmet needs to enrolled members of the Otoe-Missouria Tribe.  Tribal Assistance funds must directly benefit the tribal member listed as the applicant.

  1. Requests will be confidential.
  2. Requests must be submitted on the appropriate form with all information filled out by the applicant or his/her legal guardian.
  3. Supporting documentation (if required) must be turned in with the appropriate application.  Incomplete applications will not be processed.
  4. Applications will be reviewed, then processed within 10 days after the complete application is received by General Fund staff.
  5. You will be notified by General Fund staff within 10 days whether your application is approved or denied.
  6. Appeals of any decision must be submitted in writing by applicant to the Otoe-Missouria Tribal Council within 30 days.
  7. The Tribal Assistance Program shall not be responsible for lost or stolen checks or Visa cards provided to members. Applicants who wish to designate someone to pick up their TAP benefit (cards, check, etc) must provide General Fund with a NOTARIZED statement that they request benefits to be released to another individual.
  8. For eligibility time period purposes, hand delivered applications are dated when received and date stamped by the General Fund office. For mailed applications, the date used will be the postmarked date.
  9. Due to internal accounting procedures, applications cannot be processed within the same day.
  10. Assistance is only available during the eligibility time period. No advances will be allowed.
  11. Reimbursement payments for such assistance as school expenses, eye glasses and hearing aids can be directly deposted into the account of the tribal member. Please be aware, if you choose to have your reimbursements directly deposited your per capita payments will also be depositied into the same account. Please complete this form to use direct deposit Direct Deposit Form (PDF)

CATEGORIES OF ASSISTANCE

Elder Assistance
Financial Assistance to provide basic needs, household expenses, personal expenses, clothing, care and safety of tribal elders.  Open to tribal members aged 55 and over.

  • Amount of Assistance:  $500 (twice per year)
  • Eligibility time period: Once from January 1 to June 30, and once from July 1 to December 31, up to twice a year.
  • Documentation Required:  Completed application
  • Assistance must directly benefit the tribal elder.

Extraordinary Direct Assistance
Financial assistance for unmet needs not covered by any other Tribal Assistance Program and only if members have exhausted all other resources.  Examples:  Mortgage or Rental payments; Utilities(Including Deposits); Medical/Dental costs; Child Care; Emergency automobile repair/tires; bereavement expenses; emergency travel expenses related to medical care, family illness, or funeral; cultural or ceremonial expenses; replacement of necessary appliances; and any other expenses approved by the Extraordinary Assistance Committee.

  • Amount of Assistance:  $250
  • Eligibility time period:  Once from January 1 to March 31; once from April 1 to June 30; once from July 1 to September 30; once from October 1 to December 31.
  • Documentation Required:  Please provide any documentation that will assist the committee with making an informed decision on your application.
  • Payment will not be tendered or payable to applicant or beneficiary (no reimbursements).
  • Assistance must directly benefit the applicant.

School Expenses
Financial Assistance for tribal members attending daycare, preschool, grade school through 12th grade, and adult tribal member attending college or career vocational education. Enrollment in short-term vocational classes, special interest classes, or employer-provided training does not qualify applicant for this assistance.

  • Amount of Assistance:  UP TO $250
  • Eligibility time period:  Once from January 1 to June 30, and once from July 1 to December 31, up to twice per year.
  • Documentation Required:  Original Receipt (**receipts can be dated up to three months prior to the eligibility time period), invoice or documentation showing amount of assistance needed.  Letter from learning institution or extracurricular agency may also be accepted.
  • Students 18 years of age and older must provide a school schedule.
  • Applicant or Parent/Legal Guardian is eligible for reimbursement of expenses related to education including:  clothes, fees, books, supplies, instrument purchase/rental, school lunches, lab fees, sports activity fees and passes, graduation gowns/announcements, class rings, uniforms, and any other expenses approved by the Education Committee.
  • This policy replaces the “back to school” clothing assistance that has been provided in the past.

Housing - Repairs
Financial assistance for repairs to the basic functions of the home. All applications for assistance must be approved by a committee(Housing Repair Committee) appointed by Tribal Council.  All homes seeking to be repaired must be owned and occupied by tribal members seeking assistance.

  • Amount of Assistance:  The amount of assistance will be based on the project to be completed.  The maximum amount of assistance for any home must not exceed $10,000.
  • Eligibility time period:  This is a one-time program. Tribal members may use this assistance until their maximum allowable amount has been exhausted. Applications may not be combined to repair the same home.
  • Documentation Required:  1) Copy of filed Warranty Deed in tribal member applicant’s name;  2) Two bids or quotes. Bids/quotes must include the contractor’s or vendor’s TAX ID #, address, and telephone number;  3) W-9 from the vendor/contractor.
  • Open to applicants (Tribal Members) who are homeowners 18 years of age and over.
  • Repairs are only allowable if they are necessary to the basic function of the home, cosmetic repairs, or expansion project are not allowable. Examples of repairs NOT allowable: garage doors/openers, fences, driveways, gutters, paint, landscaping, porches, ceiling fans, etc.
  • Storm shelter expenses are allowable and included in the $10,000 maximum for home repairs.
  • Individual requesting assistance must satisfy or be current on any and all outstanding debts and payments owed to the Otoe-Missouria Tribe or tribal entities before Home Repair Assistance is approved.
  • Applications for assistance must be accompanied by no less than two quotes or bids.  Any change orders must be in writing and approved by Committee.
  • Members may be reimbursed up to $500 ONE TIME for emergency repairs that specifically affect the health, safety, and welfare of the tribal member.
  • Prior to any work being performed, contractor must submit the bid/proposal to the Home Repairs Committee.  The Tribe will not advance more than 1/3 of the bid, up to $3,333.34.  Final payment will be made only when repairs are complete.
  • Labor charges will not be approved for repairs being performed by any member of the homeowners household.
  • Availability of funds will dictate the timing of approved projects.  All complete files will be placed on a waiting list.  The Home Repairs Committee will inform the applicant of when the project will be funded and work can begin on the project.
  • All contracts and agreements are between the homeowner and contractor. The Otoe-Missouria Tribe is not responsible for correcting unsatisfactory or incomplete work.
  • Business arrangements, scheduling, correspondence, billing, or any other issues are to be handled between the homeowner and contractor. The Otoe-Missouria Tribe is not a party to any contract or agreement with any contractor or vendor, the Tribe is only providing an assistance payment on the tribal member’s behalf.

Home Repairs for Elders
Assistance for tribal elders aged 55 and older with repairs to the home related to health and safety issues. To be eligible, you must be an enrolled tribal member, aged 55 years or older. Examples of services provded include:

  • Plumbing or drainage repairs,
  • Electrical repairs,
  • Emergency HVAC maintenance and repairs,
  • Addition of wheelchair ramp, and
  • Repairs to the home to improve function and accessibility for elders with disabilities.

Amount of Assistance: Up to $5,000

Documentation Required: 1) Copy of filed Warranty Deed in tribal member applicant's name; 2) Two bids or quotes. Bids/quotes must include the contractor's or vendor's TAX ID#, address, and telephone number; 3) W-9 from the vendor/contractor.

Eligibility Time Period:  This is a one-time program. All other tribal assistance programs must be expended before an individual is eligible for elder home health and safety program funds.

Eyeglasses

Assistance for the cost of essential eyeglasses or contact lenses not covered by insurance.

  • Amount of Assistance:  $250
  • Eligibility time period: Once Per Calendar Year
  • Documentation Required:  Copy of itemized bill. Original paid receipt must be provided if requesting reimbursement.
  • Must be first submitted to insurance.

Hearing Aid, Dentures and Braces/Orthodontic Treatment
Assistance for cost of  hearing aid(including testing) and/or dentures.

  • Amount of Assistance:  UP TO $1,000 total combined
  • Eligibility time period:  Once Per Two Calendar Years
  • Documentation Required:  Copy of itemized bill. Original paid receipt must be provided if requesting reimbursement.
Holiday Assistance
Financial assistance for unmet needs during the holiday season. Assistance may be used for holiday meals, travel, or any items traditionally purchased by tribal member families for holidays. 
  • Amount of Assistance: $100 gift card per tribal member
  • Eligibility time period: One time per year from December 1st through December 31st ONLY.
  • Documentation Required: Completed TAP application
  • Payment will not be tendered or payable to applicant or beneficiary (no reimbursements).
  • Assistance must direcly benefit applicant.

Otoe-Missouria Loan Program
The purpose of the Otoe-Missouria Loan Program is to raise the economic and social welfare of the Tribal member. Loans shall be made only for purposes which will benefit the borrowers or improve their property, which may be termed “emergency loans”. Loans shall not be made for less than One Hundred ($ 100.00) dollars or more than One Thousand ($ 1,000.00) dollars. Please allow 3 to 5 business days for processing of your loan. There is a $10 non-refundable processing fee. We welcome the opportunity to assist you in completing the application or to answer any questions.
